Cushman & Wakefield has been appointed by Stavian Hightech Infrastructure JSC, a member of Stavian Group, to lead a comprehensive feasibility study for Stavian Digital Park (SDP), a proposed hyperscale AI and cloud campus in Ho Chi Minh City. The United States Trade and Development Agency (USTDA) granted the study. The appointment was formalised at a signing ceremony in Singapore on 23rd Sep, 2026, attended by representatives from Stavian Group, Cushman & Wakefield, Stavian Hightech Infrastructure JSC, and USTDA. APTelecom will support Cushman & Wakefield as a specialist subcontractor to the feasibility study, leading work on telecommunications connectivity and digital infrastructure planning, while also contributing to hyperscale market development, commercialization strategy and financial modelling.

SDP is envisioned as a purpose-built, carrier-neutral and sustainable campus integrating resilient power infrastructure, high-capacity telecommunications connectivity and operationally efficient facilities within a 300-hectare master-planned development. Its infrastructure roadmap includes access to international subsea connectivity of up to 200 Tb/s, alongside 300 MW of planned power capacity for Phase 1 by 2030. The project is designed to support global cloud service providers, enterprises, government digital infrastructure, content delivery networks and AI workloads. A key component of the master plan is the integration of on-site solar generation and renewable energy infrastructure, providing a pathway to lower-carbon power and supporting increasingly stringent sustainability and clean energy objectives.
The feasibility study comprises 15 integrated workstreams assessing market demand, site suitability, power infrastructure, telecommunications connectivity, financial viability, sustainability, regulatory requirements and implementation strategy. In addition to evaluating technical and commercial feasibility, the study will identify the conditions required to enhance the project’s bankability and support future investment decisions. As part of the broader feasibility study, APTelecom will assess SDP’s telecommunications requirements, including domestic and international connectivity, network resilience, carrier-neutral access and the infrastructure required to support hyperscale cloud and AI workloads.

USTDA’s support for SDP aligns with its broader efforts to advance trusted and resilient digital infrastructure across the Indo-Pacific, including project-preparation assistance for submarine cable systems connecting markets across Southeast Asia and linking the region with the United States.
