Stavian Industrial Manufacturing Granted Environmental License for "Stavian Manufacturing Complex" Project in Quan Do Industrial Complex, Hung Yen

On December 3, 2025, Stavian Industrial Manufacturing Joint Stock Company was granted Environmental License No. 2014/GPMT-UBND by the Chairman of the People’s Committee of Hung Yen Province for the “Stavian Manufacturing Complex” project located at Quan Do Industrial Complex, Doan Dao Commune, Hung Yen Province. This marks an important milestone in the project’s implementation, demonstrating the Company’s strong commitment to complying with environmental regulations, promoting sustainable development, and adopting the Stavian Group’s green production model.

The project is developed on an area of 35,000.3 m² at Lot A, Quan Do Industrial Complex (IC), Doan Dao Commune, Hung Yen Province. Its main activities include manufacturing plastic packaging products, plastic gloves, medical gowns, and leasing a five-story factory building with a total floor area of approximately 8,700 m² to support the production ecosystem. Once operational, the “Stavian Manufacturing Complex” is expected to become a model of modern, environmentally friendly production, meeting national technical standards in the region.

The Environmental Permit recognizes the efforts of Stavian Industrial Manufacturing in environmental protection and demonstrates the Company’s commitment to investing in a synchronized environmental infrastructure system, including wastewater treatment, air emissions control, noise and vibration management, waste management, and environmental risk prevention. The project is designed according to the following orientations:

  1. Wastewater treatment: The project does not generate industrial wastewater. All domestic wastewater from the project and the factory tenants is collected and preliminarily treated through septic tanks and grease separators before entering the wastewater treatment system with a capacity of 180 m³/day. After treatment, the wastewater is connected to the centralized collection and treatment system of Quan Do Industrial Complex, ensuring compliance with the maximum allowable concentrations under the cluster’s discharge standards.
  2. Air emissions treatment: Emissions generated during printing and ink mixing processes are collected and treated using an activated carbon adsorption tower system, which significantly removes volatile organic compounds and other pollutants. Treated emissions must meet environmental protection requirements and comply with National Technical Regulation QCVN 19:2024/BTNMT (Column C) before being released into the environment.
  3. Noise and vibration control: Noise and vibration from processes such as material mixing, film extrusion, printing, and cutting are controlled and minimized through appropriate technical solutions, maintaining levels within the limits stipulated in QCVN 26:2025/BTNMT for noise and QCVN 27:2025/BTNMT for vibration.
  4. Waste management and environmental incident response: The project generates an estimated 35,490 kg/year of hazardous waste. Hazardous waste is stored in a dedicated area of 40 m², constructed in accordance with strict technical standards including brick walls, roofing, concrete flooring, spill containment trays, and fully equipped fire protection systems. The Company has also developed and implemented an environmental incident prevention and response plan in accordance with the Law on Environmental Protection and Decree No. 08/2022/ND-CP, ensuring preparedness, response capability, and environmental recovery.
  5. Other environmental protection requirements: The early completion of the environmental legal documents demonstrates the Company’s proactive, transparent, and responsible approach in its production investment activities.


The project not only enhances Stavian Group’s industrial production capacity but also creates stable employment for local workers, supports the provincial budget, and promotes socio-economic development in Hung Yen Province. At the same time, it spreads a model of green and environmentally friendly manufacturing within the business community.
